Employment in the Office
  Requirements to become a staff in professional status and warrant officers 2nd class (WO2) are the following:
  • Hungarian citizenship,
  • Permanent residence in Hungary,
  • Disposing capacity,
  • Age between 18 and 35 (in exceptional cases the minister in charge has the authority to decide on the employment of a person if he/she has not passed 45),
  • No criminal record,
  • Fitness to meet health, psychological, and physical requirements,
  • Normal family or private life,
  • Consent to be vetted, and the procedure reveals no risk factor,
  • Consent to keep secrecy

Other major condition is that the officers and WO2s may exercise some constitutional rights with restrictions, for instance:
  • shall not be a member of any political party, and shall not pursue political activity;
  • shall give prior notice of his intent to join any public organisation to the director-general; the director-general may forbid the membership,
  • may not pursue any activity that is inconsistent with the professional service, or would jeopardise the impartial fulfilment of the service duties;
  • shall make known his intention to participate in meetings that fall under the assembly law; participation may be forbidden,
  • shall make known in advance his intention of going abroad, but it can be forbidden or restricted if it conflicts service interests;

Further requirement for the staff in professional status is to have either college or university degree, obtained at an institution recognised by the state and at least one (the highest-degree) language certificate.

Further requirements for the public servants are school-leaving certificate, and professional qualification on some spheres of activity.
